Resumen: La necesidad de establecer una convivencia interlingüística e intercultural equilibrada y la cada vez más exigente comunicación internacional supone un reto para el desarrollo de programas encaminados a conseguir buenos profesionales de la comunicación interlingüística. EE.UU es un buen exponente de esta realidad. Cada día llegan a este país nuevos inmigrantes, refugiados o ciudadanos ilegales con su lengua nativa y sus tradiciones culturales como único equipaje. tal situación conlleva una serie de problemas que ha llevado en los últimos diez años a la creación de programas para la formación de traductores e intérpretes competentes que ayuden a esta población en sus relaciones con la justicia, la sanidad, la educación u otros servicios públicos.

Resumen: Existe un elevado número de inmigrantes que viven en el estado de Colorado, Estados Unidos de Norteamérica, y que forman parte de los grupos minoritarios lingüísticos que no hablan el idioma inglés. Debido a esta situación , las personas pertenecientes a las minorías lingüísticas que ingresan al sistema judicial en calidad de acusados o de testigos no pueden participar plenamente del proceso pertinente, dada la falta de comprensión no sólo del idioma oficial, que es el inglés, sino de la terminología jurídica. Es aquí cuando se hace imprescindible la participación del intérprete judicial debidamente calificado.

Resumen: The National CLAS Standards are intended to advance health equity, improve quality, and eliminate health care disparities by establishing a blueprint for health and health care organizations. In the late 1990s, the U.S. government became seriously concerned with the health conditions of the nation's increasingly diverse communities. Margaret Heckler, former Secretary to the U.S. Department of Health and Human Services (USDHHS), headed a task force charged with addressing this challenging issue and finding urgent solutions. After an extensive investigation and study of existing cultural and linguistic competence standards and measures, it became clear that the quality of health care services patients from low-income backgrounds were receiving was very poor, especially among minorities (African Americans and Latinos, in particular).

It provides a synthesis of information regarding court interpreting, based upon a variety of published and unpublished sources, many of them obscure or otherwise difficult to access. Resumen: Como en todos los paises de America, la inmigracion fue un hecho fundamental y formativo de los Estados Unidos, con trabajadores provenientes de toda Europa y del Asia (de la China en particular). Pero no fue hasta el siglo XX y hasta la decada de los anos 60 que se reconocio la existencia de una falta de conexion entre los principios de la Constitucion del pais y la realidad diaria en todos los aspectos de la sociedad y, en particular, en el ambito juridico. Fue aproximadamente en la misma epoca cuando aumento notablemente la inmigracion y, sobre todo, la diversidad de origenes de los inmigrantes. Si antes habia habido inmigracion europea, china (por la construccion de los ferrocarriles) y una poblacion mexicana estable (como resultado de los territorios antes mexicanos), ahora se multiplicaban los inmigrantes por razones economicas y politicas: refugiados, asilados, acogidos. Asi, aumentaron exponencialmente los inmigrantes mexicanos y centroamericanos (mas tarde, los sudamericanos), vietnamitas, camboyanos y, mas adelante, africanos, asiaticos. en fin, de todos los confines del mundo. Esta multitud necesitaba servicios de todo tipo: sociales, medicos y legales.

Resumen: "Salvo una reducida comunidad de hablantes cuyos origenes se remontan a una época anterior a los comienzos de los Estados Unidos, los hispanosparlantes son en este país producto de la inmigración de diferentes países americanos. Por ello, su español forma parte de variedades dialectales más amplias, sean éstas mexicanas, cubanas o puertorriqueñas etc., y es necesario analizarlo en su situación de contacto con el inglés. Se suele presentar esta situación de la lengua de manera paradójica: en los Estados Unidos avanza a la vez que retrocede. Hay quien escribe que su situación es «esplendorosa» y quien la describe como su «auge», pero también quien constata que se está perdiendo y que sus hablantes se cambian al inglés".

Resumen: Arizona Senate Bill 1070 was recently signed into law by Governor Brewer. What are the potential consequences in the area of translation and interpretation and civil rights of this new law? The Civil Rights Act of 1964, Title VI, does not address directly the right to a translator and interpreter, nor does Executive Order 13166, a reiteration of the Civil Rights Act of 1964, signed in 2000 by President Clinton. Yet, these are fundamental documents which stablish, based on the notion of equal access, that language rights are civil rights. The law has also implications in terms of the Supremacy Clause of the U.S . Constitution and the First, Fourth, and Fourteenth Amendments. The crucial role of the translator and interpreter in this context will be addressed.

Resumen: From my first exposure to the field of health care interpreting in a course called "Bridging the Gap" that was taught by Cindy Roat, I discovered my passion for health care interpreting as a way to provide equal access to health care for people with limited English proficiency. Since then, I have advocated on language access issues. Whenever I talk about my advocacy efforts, people often ask how they can help. I am weiting this guide for those who to advocate in their own state.
