What are the potential consequences in the area of translation and interpretation and civil rights of this new law? The Civil Rights Act of 1964, Title VI, does not address directly the right to a translator and interpreter, nor does Executive Order 13166, a reiteration of the Civil Rights Act of 1964, signed in 2000 by President Clinton. Yet, these are fundamental documents which stablish, based on the notion of equal access, that language rights are civil rights. The law has also implications in terms of the Supremacy Clause of the U.S . Constitution and the First, Fourth, and Fourteenth Amendments.
